  1. Wash the rice well and soak it in water for 20 minutes, then drain.
  2. Soak a few strands of saffron in a tablespoon of warm milk or water and keep aside.
  3. Heat the oil in a heavy-bottomed pan and add the soaked, drained rice. Saute gently for 2 minutes.
  4. Add enough water to cook the rice halfway and simmer on low heat until the rice softens, stirring occasionally so it does not stick.
  5. Add the sugar and a pinch of salt, and mix well, letting it dissolve completely.
  6. Simmer on low heat, stirring frequently, until the kheer thickens to a rich, creamy consistency, about 20 to 25 minutes.
  7. Add the soaked saffron and mix well to bring in the colour and aroma.
  8. Garnish with crushed cardamom and serve warm or chilled.
