  1. Whisk the All-purpose Flour and sooji (semolina) with the Milk Powder and enough water into a smooth, lump-free batter; rest it covered for 15-20 minutes.
  2. Meanwhile, dissolve the sugar in a little water over low flame to make a light syrup; keep it warm.
  3. Heat the oil in a shallow kadhai over medium flame.
  4. Ladle spoonfuls of the batter into the hot oil, spreading gently into small rounds.
  5. Fry 2-3 minutes on each side until golden and lightly crisp at the edges.
  6. Lift out the fried malpua and drop them straight into the warm sugar syrup for a minute so they soak it up.
  7. Lift out onto a plate, sprinkle with Cardamom, and serve warm.
